Holcim presenting
Consortium of Humanitarian
Agencies CHA held their first environmental forum of the year on 27 th February at
CHA premises. The meeting was attended by many stake holders representing
different disciplines. Holcim Lanka Ltd, doing a presentation on Hazardous
Waste Management emphasized possible methods of managing solid waste by
adopting higher level strategies in the waste management hierarchy. 3R Initiative
at LIRNEasia presenting on communicating 3R elaborated the necessity of
strengthening and educating the local authority employees dealing in solid
waste management and communicating the concept of 3R to the public.
3R intiative at LIRNEasia had a stall on e waste in the "WIDUJAYA" science
exhibition organized by the Sri jayawardanapura university on 19th -
23rd of February to celebrate the their golden jubilee. We discussed
what e-waste is, where it is generated and how to manage them under existing
conditions.

Electronic
waste or e-waste is any broken or unwanted electrical or electronic appliance.
The e-waste includes computers, entertainment electronics, mobile phones and
other items that have been discarded by their original users. Most of the e-wastes
generated in household were exhibited and leaflets were distributed among the interested
people. School children were the most enthusiastic group among the visitors and
they raised many questions on management and recycling of e-waste. Most left
their details with us to get more information on 3r activities.

Trays for sepration at the dinning hall
In our recent visit to Kandalama
we realized that waste separation is not a big deal if it is done at the source
itself. Kandalama stewards separate waste as non biodegradables, food wastes, plates
and cutlery at the dining hall itself.
Then food stuff is transferred to a collecting bin in the kitchen from
where they are transferred to a cold room witch is kept at temperature of 10C0.
This prevents decomposing of waste till it
is transferred to piggeries.
Discussions over Solid Waste Management Assessment

During the discussion
3R initiative at LIRNEasia together with Federation of Sri Lankan
Local Government Authorities is now on for a solid waste management assessment.
Thought this will be limited to an assessment this year provisions are being
seek to develop this in to a competition among the LGAs from next year.
As an initiative step of the
process we had a meeting with provincial commissioner of
local government, Southern Province, Mr. Saman Pandikorala to brief him about the SWM
assessment and to gain his assistance and approval to make the southern
province local authorities participate in this competition.
Parallel to the introduction of National
Vocational Qualifications (NVQ) to solid waste operational assistant, 3R initiative
at LIRNEasia is seeking approach to introduce NVQs for higher solid waste
managers at Local Government Authorities.
Discussions are in progress with
the Department of Export Agriculture of University of Sabaragamuwa, to introduce
a course in solid waste management for Public Health Inspectors (PHIs). First round
of discussions were held at University premises on 6th January 2009,
with the participation of Department Head Dr. S. T. C. Amarasinghe, Dr. P. V.
A. Lal, Dr. Mrs. Amarasinghe, Dr. Sujata Gamage of 3R Initiative and Mr. Nimal
Premathilake PHI, Balangoda Urban Council.
Interested PHIs will get the opportunity
of improving their knowledge in solid waste management. The course will contain
a theoretical component and an extensive implant practical training. And this course will be made consistent to the
seventh level of the (NVQ) system in the future.

Discussing Competency Standards
Tertiary Vocational Education
Commission (TVEC) has developed competency standards for the post of
solid waste operational assistant which was earlier referred as sanitary worker
(solid waste). These standards were identified after a series of discussions, by
a panel of local government officials who have their hands in solid waste
management.

Making aware on 3R
There was a
2days workshop by Girl Guides Association for their provincial and district
commissioners on 6th and 7th of February at their training center in
Kadawatha. Sri Lanka Girl Guides Association is a one of boundary partner of 3R
initiative project and they are working together to conveying 3R message to community
through the school children for waste management in a sustainable manner.
